Email Formatting Discrepancy - Custom Action vs Workflow

I've noticed a difference in the Send Mail function when using Custom Actions versus Workflow.

In Custom Actions:
<meta http-equiv="Content-Type" content="text/html; charset=us-ascii">

In Workflows:
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">

The UTF-8 configuration seems to display/format best for me (at least with Outlook).  I've tried adding it explicitly within the email HTML of Custom Action, but it appears to be overridden back to ascii in the background.  Any suggestions?

Hi NinetySix,

We are checking this and will let you know if we find anything.

Hi NinetySix,

To investigate this issue further, please send us the screenshot of outlook mail that you have received from both both Workflows and Custom Actions.
Also, please send us the html content of both emails (right click and click view source)

See attached for examples of both.

Hi NinetySix,

We have tried to set UTF-8 explicitly in custom actions code but that does not work. Looks like it is set by mail server based on content of the mail. If you find any missing/wrong characters in content of mails sent by custom actions, please let us know and we will investigate further.
