Email Formatting Discrepancy - Custom Action vs Workflow

I've noticed a difference in the Send Mail function when using Custom Actions versus Workflow.

We have tried to set UTF-8 explicitly in custom actions code but that does not work. Looks like it is set by mail server based on content of the mail. If you find any missing/wrong characters in content of mails sent by custom actions, please let us know and we will investigate further.
