Generate document action - save to URL

Anyone know why this greyed out for me? My only options seems to be a local document library of the current item (which I assume would end up as being an attachment for the current list item?)
I was hoping to use a library in a different site collection but that seems unavailable

Changing the site and library of existing generate document action is not supported. Please create a new generate document action, select 'Specify Site Url' to choose the cross-site collection library and save the settings.
