Renaming workflow actions

I am starting to convert our workflows from legacy to designer, but some of the action names overflow the box when viewing the flowchart. If I try to change them to field is greyed out and won't allow me to modify the name. Is there a way to change the action name within a workflow short of recreating each one?

Renaming actions is not allowed as actions can be referenced in other actions (for example, query list action can be referenced in an update item action). We will check the overflow action and try to fix it soon.

I'm curious, that sounds like actions are referenced by name from other actions. I created a workflow with 2 Query List Actions with duplicate names and was able to Publish the workflow. If the action is referenced by name how can I have duplicates?
