Select user for email 'From' address

In an email template from Workflow we can choose the sender (From) using a 'Select Users' pop-up dialog, but as far as I can tell we have to hard-code an "unfriendly" email address when using Custom Actions. Is there a way we can select a user, or use a variable, for the From address so it would be dynamic and easy to change in the future if needed?
